What is the WTO E-Commerce Agreement?
With digital trade experiencing rapid growth, there is a pressing need for a global framework to help unlock the benefits of the digital economy for our people and businesses, especially micro, small and medium enterprises (MSMEs). At the World Trade Organization (WTO), Singapore, alongside Japan and Australia, co‑convenes the Joint Statement Initiative on Electronic Commerce (JSI on E-Commerce), a plurilateral initiative aimed at developing the first-ever set of global rules on digital trade.
In 2024, JSI participants concluded the WTO E-Commerce Agreement (ECA) after five years of negotiations. The benefits of the Agreement cover four areas: (i) reducing friction and costs of cross-border transactions; (ii) enhancing business and consumer trust; (iii) fostering an open and duty-free digital environment; and (iv) enabling the inclusive growth of e-commerce.
At the 14th WTO Ministerial Conference (MC14) in March 2026, Singapore was at the forefront, along with Australia and Japan, in securing a pathway towards implementing the ECA for 66 WTO Members covering around 70% of global trade. Members continue to work towards incorporating the ECA into the broader WTO legal framework. Singapore and these Members will proceed with our domestic ratification processes to implement the ECA expeditiously. The ECA will enter into force after 45 Members have ratified it, and is open to all WTO Members to join at any time.
