MTI cluster overview

Trade and International Economic Relations (TIER)

MTI’s TIER Cluster plays a key role in shaping Singapore’s external economic strategy. It leads efforts in trade negotiations, economic diplomacy, and strategic initiatives that strengthen Singapore’s ties with global partners. This includes developing and implementing key agreements such as Free Trade Agreements, Digital Economy Agreements and Green Economy Agreements, as well as engaging partners through bilateral, regional, and multilateral platforms.

Officers in the TIER Cluster actively monitor global and regional developments, assess their implications for Singapore, and formulate strategies and policies to maintain Singapore’s competitive edge. By building strong partnerships and ensuring Singapore remains connected to global supply chains, the TIER officers help secure good economic outcomes that benefit businesses and workers in Singapore alike.

Industry

MTI’s Industry Cluster drives the growth and development of key sectors in Singapore’s economy, to ensure we remain competitive and to create opportunities and good jobs for our people.

Its work focuses on building strong and vibrant industries, an interconnected ecosystem supporting productivity and innovation driven growth, and a pro-enterprise environment to anchor and support businesses to grow locally and globally.

Officers in the Industry Cluster work closely with the other MTI Clusters and Statutory Boards to formulate and implement a range of policies that meet our economic objectives – these include driving investment promotion, supporting enterprise development, strengthening our tourism and lifestyle hub status, unlocking resource constraints, strengthening economic resilience, and delivering impact through research and innovation.

Energy & Carbon

The Energy and Carbon (E&C) Cluster leads efforts to support Singapore’s transition to a low-carbon economy, while safeguarding energy security and cost competitiveness.

Officers in the E&C cluster work closely with the Energy Market Authority to develop and implement strategies to reduce emissions and drive green growth. This includes developing carbon markets, planning and implementing energy infrastructure, and advancing cross-border electricity trading. They also work with various stakeholders to assess opportunities, build enablers, drive research and development efforts in our research institutes and institutes of higher learning, and pilot low-carbon energy solutions for Singapore.

Corporate

The Corporate Cluster plays a vital role in strengthening MTI’s internal capabilities and driving organisational and operational excellence across the Ministry.

Through core functional areas such as Human Resources, Organisation Development, Finance, Corporate Communications, Resource Planning, Information Technology, Corporate Administration, and Internal Audit, officers in the cluster enhance the Ministry’s effectiveness and efficiency. Their work supports MTI’s mission by building robust systems and capabilities, and securing the necessary resources to empower the MTI Family to deliver impactful outcomes for Singapore’s economy.
