Singapore-Vietnam Innovation Talent Exchange (ITX) Programme
The programme will enable Singaporean professionals to seek working stints in eligible innovation-related areas of work in Vietnam, and vice-versa. This will help equip Singaporean and Vietnamese talent with skills and experiences to capture exciting opportunities in the area of innovation.

About Singapore-Vietnam Innovation Talent Exchange (ITX) programme
Recognising the synergies between both economies’ innovation ecosystems, a Memorandum of Understanding (MOU) on the Innovation Talent Exchange (ITX) programme was signed by Second Minister for Trade and Industry Dr Tan See Leng and Vietnam Minister of Planning and Investment Nguyen Chi Dung and Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung, deepening innovation linkages between Singapore and Vietnam.
The programme will enable Singaporean professionals to seek working stints in eligible innovation-related areas of work in Vietnam, and vice-versa. This will help equip Singaporean and Vietnamese talent with skills and experiences to capture exciting opportunities in the area of innovation.
Eligibility criteria and application process
How do I qualify and apply for the ITX programme?
The ITX programme will allow companies to hire or rotate eligible applicants across both countries. This is subject to an annual quota of 300 applications per direction. Applications are processed on a first-come-first-serve basis.
Both the participating company and applicant would have to meet the respective eligibility criteria.

Eligibility for companies
Singapore or Vietnam-registered companies that are looking to:
Hire young working professionals from the other country for innovation-related roles, or;
Rotate young working professionals from their regional offices or other affiliated organisations based in the other country. For example, to rotate a Singaporean applicant (i.e., existing, or new employee) from their Singapore-based entity to their Vietnam-based entity.
Examples of “innovation-related roles” include, but are not limited to:
Data Science and Analytics
Cyber Security and Risk
Cloud Computing
Internet of Things (IoT)
Artificial Intelligence (AI)
Augmented Reality (AR)
Virtual Reality (VR)
Machine Learning
Application/Systems Programming
Digital Innovation
Software, Web, Mobile and Applications Development
Systems Design (User Experience/User Interface)
Low or Zero-Carbon Hydrogen
Semiconductors
Eligibility for individuals
Young working professionals from Singapore and Vietnam who fulfil all the following requirements:
Are citizens of Singapore or Vietnam;
Have graduated with a Diploma, Bachelor’s degree, Master’s degree, or Doctorate degree from an eligible institution below;
Are below the age of:
thirty-three (33) years for Singaporean applicants who are degree holders;
thirty-five (35) years for Singaporean applicants who are diploma holders;
thirty (30) years for all Vietnamese applicants;
Are taking up employment in an innovation related role with a registered enterprise in Singapore or Vietnam;
For those taking up employment in Singapore, must earn a fixed monthly salary of at least S$3,000.

What are the benefits of the ITX programme?
The ITX programme is a visa-facilitation scheme that provides young Singapore and Vietnam professionals the opportunity to work and gain exposure in each other's countries.
Successful applicants from Singapore will be able to enter Vietnam and undertake a job stint in an eligible Vietnam-based company for 2 years.
Successful applicants from Vietnam will be able to enter Singapore and undertake a job stint in an eligible Singapore-based company for 2 years.
Is there any obligation for the company to hire applicants from both countries, or can they just hire Vietnamese/Singaporeans where it meets their hiring needs?
There is no obligation for the company to hire ITX applicants in both countries. Companies can determine their hiring needs at their own discretion.
Will there be any dedicated funding support for companies to hire ITX applicants?
There is currently no dedicated funding support provided, as the ITX programme is primarily a visa-facilitation scheme.
Will the ITX applicant be able to continue employment with their companies upon their completion of the ITX programme?
The work pass issued for the applicant's work attachment in Singapore under the ITX programme will be valid for a maximum of two (2) years, and is non-renewable. Their eligibility status under the ITX programme will lapse thereafter. Subsequent employment will be subject to companies' and the applicants' discretion. Companies will be required to apply for a fresh work pass for the applicant if they wish to continue their employment in Singapore. For more information on the relevant work passes in Singapore, you may wish to refer to the Singapore Ministry of Manpower website.
How many times can a company hire the same applicant under the ITX programme?
The work pass issued for the applicant's work attachment in Singapore under the ITX programme will be valid for a maximum of two (2) years. Their eligibility status under the ITX programme will lapse thereafter. Subsequent employment will be subject to companies' and the applicants' discretion. Companies will be required to apply for a fresh work pass for the applicant if they wish to continue their employment in Singapore.
