Written reply to PQ on Update on Projects involving Regional Importers Given Conditional Approvals or Licenses by EMA
6 November 2025
Question
Ms Valerie Lee: To ask the Deputy Prime Minister and Minister for Trade and Industry (a) for a progress update on the various projects involving regional importers which have been issued with Conditional Approvals (CAs) or Conditional Licenses (CLs) by the Energy Market Authority; and (b) whether any of these projects have proven to be unviable in the course of the Government’s evaluation, post-issuance of the CAs or CLs.
Written Answer by Deputy Prime Minister and Minister for Trade and Industry Gan Kim Yong:
1. Since the start of 2023, the Energy Market Authority has issued Conditional Approvals to eleven projects to import about 8 gigawatts of low-carbon electricity from our region, including Australia, Cambodia, Indonesia, Malaysia and Vietnam. Of these 11 projects, six projects from Indonesia have been awarded Conditional Licences as their projects have made good progress. They have a total capacity of 3 gigawatts.
2. The companies behind all eleven projects remain very interested in seeing their projects come to fruition. We will work closely with the governments of the source countries and with the project developers to develop more in-depth assessments of project viability, and to support the development of the most viable projects.
