Written reply to PQ on Data on Rental Rates for Orchard Road pop-up spaces, neighbouring malls vacancies and plans to support for local brand growth through pop-up retail

Question:
Mr Ng Shi Xuan: To ask the Minister for Trade and Industry (Energy and Industry) (a) what is the proposed rent for the new pop-up spaces along Orchard Road relative to retail spaces in neighbouring malls; (b) whether the Government has data on the vacancy rates in these malls; and (c) whether there are plans being considered for local brands using such pop-up stores in their next wave of growth.

1. The pop-up spaces along Orchard Road aim to inject vibrancy through distinctive lifestyle and retail experiences. These spaces also aim to support emerging local brands by providing a more accessible platform for them to test the market. The proposed rent will be determined by market valuation. It will also take into consideration the short-term nature of the lease (ranging from one to six months) and the Singapore Tourism Board's objective to attract new-to-market brands, brands with new concepts, as well as promising local brands. As such, the rents are unlikely to be comparable to longer-term leases in neighbouring malls.
2. The vacancy rate of retail space in the Orchard Planning Area was 7.1% in Q1 2026 and has remained relatively stable over the past two years.
