Written reply to PQ on affordability of Infant Formula

Question:

Mr Low Thia Khiang: To ask the Minister for Trade and Industry (Industry) what is being done to ensure that the cost of infant formula remains affordable.

Written reply:

1. Parents in Singapore who require infant formula milk for their children can choose from a number of infant formula milk products across different brands ranging from about $20 to over $60 per 900g.[1]  Regardless of the brand and price, all infant formula milk products sold in Singapore are required to meet the safety standards and nutrient composition requirements under the Singapore Food Regulations, administered by the Agri-Food & Veterinary Authority (AVA).  

2. According to the Health Promotion Board (HPB), and various international organisations such as the World Health Organisation (WHO), breastfeeding is strongly encouraged as it is best able to meet the nutritional needs of infants, and has the added benefits of promoting maternal-child bonding.  HPB and health authorities such as those in the United Kingdom and Hong Kong also suggest that whole cow’s milk can be introduced, as part of a balanced diet, for children older than 1 year.[2]  Therefore, it is important to note that for mothers who are able to breastfeed, and children above one-year-old, there is no need for formula milk.  

3. We encourage consumers to make informed decisions, and exercise their choice by buying from businesses which offer prices and formula milk products that are appropriate for their child’s needs.

4. Currently, the information collected by the Competition Commission of Singapore (CCS) does not indicate that there is any anti-competitive behaviour by the formula milk manufacturers in Singapore.  MTI and other government agencies such as the Ministry of Health (MOH), AVA, and HPB will continue to monitor prices of infant formula milk, and study how to facilitate greater competition in the market. MOH and HPB will step up on public education so that parents are better informed about the benefits of breastfeeding, and other infant feeding options, and the nutritional needs of infants. The Consumers Association of Singapore (CASE) will also remind businesses to price their products fairly, and look into consumer feedback on potential profiteering.
