Speech by SMS Low Yen Ling at the Oracle AI Experience Live

Distinguished Guests,
Ladies and Gentlemen,
Introduction
1. A very good morning to everyone. It is my honour today to join you today at Oracle AI Experience Live and to officiate the launch of Oracle’s Enterprise Compute Initiative (ECI) programme.
2. This programme is part of the broader ECI initiative first announced by Prime Minister Lawrence Wong at last year’s budget. Administered by Digital Industry Singapore, or DISG, the ECI encourages companies to undertake AI-driven transformation through structured programmes delivered by our cloud service provider partners. We are delighted to have Oracle as one of our partners, supporting approved companies with access to cloud compute and training.
Singapore’s Efforts to Drive AI Adoption
3. AI is a vital driver of economic growth and a key enabler for both Singaporeans and Singapore companies. Under the refreshed National AI Strategy 2.0, Singapore outlined plans to build a thriving AI ecosystem and encourage broader AI adoption across the economy. AI is no longer optional. It is increasingly central to staying competitive and ensuring long-term growth.
4. At the same time, the government recognises that AI can be complex and daunting, especially for early adopters. We have therefore put in place a range of initiatives to support companies at different stages of their AI journey.
a. For companies that are just getting started, programmes such as SMEs Go Digital programme and IMDA’s Advanced Digital Solutions offer ready-to-use, AI-enabled tools. These help companies adopt digital solutions in a practical and accessible way.
b. For companies that are ready to move further, the ECI supports more structured AI transformation efforts. Companies partner with major Cloud Service Providers (CSP) to access cloud compute, AI tools, and training. Government support is also available for consultancy services to develop minimum viable products and drive change management.
Oracle’s Role under the ECI
5. Oracle, as the fourth CSP partner under the ECI, alongside Google, Amazon Web Services and Microsoft, is committed to empowering up to 300 participating companies through dedicated support and resources.
a. First, approved ECI companies will have access to Oracle’s private cloud solutions, which offer enterprise-grade performance, scalability, and security. With S$1.9mil in sponsorship from Oracle, this infrastructure enables AI innovation while safeguarding sensitive data across sectors such as finance and healthcare.
b. Second, Oracle will provide up to S$250,000 universal credits for each approved company. These credits give access to Oracle’s public cloud services, training and certification programmes, and discovery workshops to guide the development of innovative solutions.
6. Companies will also benefit from the recently launched Oracle AI Customer Excellence Centre in Singapore. The centre supports companies in moving from pilot projects to full-scale deployment. It is equipped with the latest cloud and AI technologies and supported by a dedicated team of Oracle experts and partners, including Accenture, NCS, PWC and NTUC Learning Hub. This enables organisations to train staff, test solutions in secure environments, and meaningfully apply AI to business operations.
7. I strongly encourage companies to seize this opportunity and partner with Oracle on their AI transformation journey.
Building an AI-ready workforce
8. In addition to supporting companies, building an AI-ready workforce remains a key priority. Approved companies under the ECI will receive training and certification credits through Oracle University to upskill their employees.
9. As we invest in cutting-edge AI tools, we are also equipping our people with skills to use AI well.
10. Oracle has been a strong partner in building a steady pipeline of AI talent in Singapore. Oracle has committed to training 10,000 students and professionals in digital and AI skills by 2027.
11. Oracle also collaborates closely with IMDA on its TechSkills Accelerator for Institute of Technical Education and Polytechnics (TeSA for TIP Alliance). This includes offering up to 300 internships and apprenticeships for students and graduates across five polytechnics.
12. Our goal is not only company transformation, but uplifting our workforce. We want to encourage Singapore enteprises to upskill and build their confidence in using AI, and to foster a culture of learning, experimentation and innovation.
Industry Example–Trevo
13. Earlier today, I had the opportunity to speak with several partners involved in this programme. Many are exploring how AI can help streamline operations and create new digital services.
14. The Trevo.ai platform exemplifies how AI can solve real operational challenges, boosting productivity by around 40% and inspiring confidence in AI's potential to transform your business. The Trevo.ai platform supports hotels by digitising the check-in process and addressing service bottlenecks for hotel guests at arrival and throughout their stay. Its Voice AI Concierge handles guest calls and service requests efficiently, routing them to the appropriate teams when needed. This has led to productivity improvements through shorter wait times and faster request handling, and has allowed hotels to deploy manpower to less manual tasks.
15. Trevo’s experience shows how AI can address real operational challenges and improve work processes. I encourage you to speak with the partners at the booths later and consider how similar solutions could support your own AI journey.
Conclusion
16. Today’s launch marks another step forward in Singapore’s journey to build an AI-enabled, innovation-led economy. I thank Oracle for its partnership in this shared vision, and encourage more companies to make full use of the support, expertise, and opportunities available under the Oracle ECI programme.
17. The Singapore government will continue to work closely with industry partners to support the responsible and effective use of AI across businesses. We will remain responsive to change and open to new approaches, so that AI can deliver practical benefits for our economy and for Singaporeans.
