Opening Remarks by Minister Grace Fu at the Signing of Singapore-Malawi MOU for Collaboration on Article 6

1. I am delighted to be with you today for the signing of the Memorandum of Understanding on Article 6 collaboration between Singapore and Malawi.
2. We stand at a critical juncture for global climate action.
a. Never has the need for an urgent, collective response to the climate crisis been more evident.
b. At the same time, geopolitical tensions are at a high, and multilateral cooperation is under strain.
c. In these uncertain times, it is heartening to find like-minded partners, who recognise that we must stay the course on international climate cooperation.
3. In this regard, Singapore is happy to be signing this MOU with Malawi today.
a. Our collaboration on Article 6 will unlock opportunities and financing for key mitigation and adaptation measures, benefitting both global climate action and local sustainable development.
b. Singapore and Malawi will work towards a legally-binding Implementation Agreement to facilitate the authorisation and issuance of internationally transferred mitigation outcomes.
4. I hope that our cooperation will demonstrate how high-quality carbon credits can credibly raise global climate ambition, and bring about tangible benefits for local communities, such as environmental protection, improved access to energy, water and food security, and the creation of good jobs.
5. These are especially important for countries like Singapore and Malawi, who, while geographically far apart, are both vulnerable to the effects of climate change.
6. I would like to thank the teams from the Singapore’s Ministry of Trade and Industry, and Malawi’s Ministry of Natural Resources, Energy and Mining, for coming together to forge this new area of partnership between our countries.
7. This MOU is a significant milestone for both our nations. Singapore looks forward to working closely with Malawi to deliver concrete climate action.
