长期以来，新加坡和江苏以及南京之间有着友好，深厚的和作基础，创造了很多成功和作的范例。截至２００８年底，新加坡在南京累计实际投资额超过１４亿美元，总项目达２９０个。随着中国经济和社会发展不断出现变化，新加坡和作内容也随之做出调整而丰富和深化。
