LCER FI, launched in 2020 by A*STAR with government support, catalyses low-carbon energy R&D for Singapore's decarbonisation.

Overview
The Low Carbon Energy Research Funding Initiative (LCER FI) is a programme launched in October 2020, to catalyse early-stage development of promising low-carbon energy technologies to contribute to decarbonising Singapore’s industry and power sectors. The programme is led by A*STAR, with the support of EDB, EMA, NCCS, and NRF.
LCER FI is intended to (a) raise the technical readiness of breakthrough low-carbon technologies, especially in hydrogen and carbon capture, utilisation and storage (CCUS), to pave the way for commercial deployment in Singapore; (b) develop decarbonisation solutions tailored for Singapore’s context and increase the operational viability for clean energy alternatives; and (c) strengthen R&D industry linkages to support scalable and impactful translation of research outcomes into real world applications.
Since its launch in 2020, there have been two phases of LCER FI.
Phase 1
Phase 1 of LCER FI was announced in October 2020, with the grant call launched in January 2021 and the projects awarded in October 2021. S$55 million of funding was allocated across 12 projects under LCER Phase 1, with a focus on hydrogen and CCUS technologies. These include solutions in transportation of hydrogen via ammonia or liquid organic hydrogen carriers, converting carbon dioxide into construction materials or commodity chemicals, and developing membranes or absorbers using novel materials.
Phase 2
The grant call of Phase 2 of LCER FI was launched in October 2023, with projects awarded and funding commencing in April 2024. S$129 million of funding has been allocated under LCER Phase 2 to support a total of 16 projects. These projects aim to build capabilities across the hydrogen supply chain to enable Singapore to import and utilise hydrogen, as well as explore nascent but promising low-carbon energy solutions.
