Francis Chong was educated in Singapore, where he attended St. Gabriel’s Primary School, St. Gabriel’s Secondary School and Hwa Chong Junior College. He graduated with a B.Sc. (Hons) in Chemistry from the California Institute of Technology in 1993 before earning his M.Phil. and D.Phil. in International Relations from Oxford University. He received the Singapore Overseas Merit Scholarship and President’s Scholarship in 1989, and a Rhodes Scholarship in 1994.

Francis was a member of the Singapore Administrative Service from 1999 to 2017, during which he served in various capacities in the Ministries of Home Affairs, Finance, and Community Development, Youth and Sports. He has also served in the Prime Minister’s office and the Lee Kuan Yew School of Public Policy.

In 2007, Francis co-chaired a multi-agency working committee to put together Singapore’s successful bid to be the Host City for the first Youth Olympic Games. He was then appointed as the Deputy Chief Executive Officer of the Singapore Youth Olympic Games Organising Committee.

After Singapore 2010, Francis joined the Ministry of Trade and Industry to head the Emerging Markets Division with responsibility for growing Singapore’s trade with the countries of Africa, Central Asia, Latin America, the Middle East and South Asia.

In May 2017, the Singapore Government established an Amaravati Partnership Office under Francis’ leadership to carry out the activities envisaged in the Memorandum of Understanding with the Government of Andhra Pradesh, India.

Francis used to play table-tennis and badminton on a recreational basis and enjoyed hikes in the wilderness as much as pottering about his little garden. He hopes to resume these pastimes in the near future.

Eric Tan

Eric TAN Huck Gim is the Director Institutional Development, Amaravati Partnership Office, Ministry of Trade and Industry, Singapore. He is a retired Brigadier General with 32 years of military service, and has public and private sector experience. Most recently he was the Managing Director (Facilities Management) Singapore Sports Hub, an iconic sport, entertainment and lifestyle venue which opened to public in mid-2014. His other past job roles include Director National Archives of Singapore, Chief Operating Officer Singapore Youth Olympic Games Organising Committee, Deputy Special Representative of the Secretary General (Security Sector Support and Rule of Law) UN Mission in Timor-Leste, and Director (Admin) Lee Kuan Yew School of Public Policy. Two of Eric’s high points in the Singapore Armed Forces was organising the 2001 Singapore National Day Parade, and serving as UN Peacekeeping Force Commander, UN Mission of Support in East Timor from 2002 to 2003.

Eric is married to Cynthia and they have three adult daughters.

Audrey Tan is the Director (Economic Development) of Amaravati Partnership Office, Enterprise Singapore, a statutory board commissioned under Ministry of Trade and Industry, Singapore. She works closely with Singapore companies for economic opportunities in Amaravati and across the State of Andhra Pradesh. During her time with IE Singapore, and now Enterprise Singapore, Audrey has worked extensively across diverse portfolios ranging from trade negotiations, helping SMEs to venture overseas to working closely with Singapore companies in lifestyle sectors to help them scale and venture overseas.

Huang Kaili

Huang Kaili is the Senior Assistant Director, Amaravati Partnership Office, Ministry of Trade and Industry Singapore. She graduated from the National University of Singapore in 2011 with a B.A (Hons) in Psychology and a second major in Social Work. Kaili was an Education Officer with the Ministry of Education (MOE), Singapore from 2011 to 2015. She started out as a primary school teacher, and moved on to join the Higher Education Policy Division in MOE Headquarters where she oversaw policies related to Technical and Vocational Education and Training, International Relations and Special Needs. When she came across the opportunity to participate in the Andhra Pradesh’s exciting development, she made the decision to join the Amaravati Partnership Office in August 2017 and has since made Andhra Pradesh her second home.

Su-Lynn is the Assistant Director Institutional Development, Amaravati Partnership Office, Ministry of Trade and Industry Singapore. She graduated from the Singapore Management University with a B.SocSc (Hons) in Sociology and a second major in Corporate communication. She has experience in digital strategy, web user experience and web design. She does freelance design, and has a passion for photography and film capturing the people she meets on her travels to rural villages of Asia for humanitarian work. She has a love for the people of India, and a desire to expose more Singaporeans to India.

Lin ZiXin

Zixin started her public service career in the Ministry of National Development, Singapore, where she oversaw land reclamation policies and projects, defence-related land use issues, and land use planning for the East region. She jumped at the opportunity to serve a 6-month secondment at the Amaravati Partnership Office, where she hopes to contribute her passion for international development towards a long-lasting and fruitful partnership between the Andhra Pradesh and Singapore governments.


Zixin graduated with a B.A. (Hons) in English from University College London in 2012, and a Master of Public Administration (Economic and Political Development) from Columbia University in 2016.

Esther Tan

Esther Tan is the Development Partner of Amaravati Partnership Office, Enterprise Singapore, a statutory board commissioned under Ministry of Trade and Industry, Singapore. She works closely with Singapore companies for economic opportunities in Amaravati and the State of Andhra Pradesh. Graduating from B.Sc. (Hons) in Project and Facilities Management from the National University of Singapore, Esther worked in the construction industry for 5 years in active involvement for local building projects before joining APO. She regards this progress from ‘construction of buildings’ to ‘construction of cities’.

Mohit is the Development Partner for Economic Development, Amaravati Partnership Office, Enterprise Singapore. He graduated from the University of Southern California with a Bachelor of Science in Business, and from Singapore Management University with an MBA. Mohit's prior work experience lies in the consumer goods sector in a sales and business development capacity.  As part of the Amaravati Partnership Office team, Mohit aspires to apply his business acumen to contribute to the growth and development of Andhra Pradesh.

Ajay Jain

Mr. Ajay Jain an Indian Administrative Service (IAS) officer is a B.Tech Graduate in Electrical Engineering from IIT Delhi which is the India’s premier Technical University. He joined the IAS in 1991. He has substantial experience in the Power Sector across the value Chain. He was the Managing Director of APGENCO from 2004 to 2009. He has also held the position of Chairman & MD of APTRANSCO, the Transmission Utility from 2009 to 2012.

In the capacity of the Energy Principal Secretary, he holds the Chairman position of the State Power Generation Company (APGENCO), the State Renewable Energy Agency (NREDCAP) and the Gas Power Corporation (APGPCL). He is also responsible for Transmission (APTRANSCO) & Distribution (APEPDCL & APSPDCL) of electricity in the state through the respective licensees.

In the capacity of Principal Secretary, CRDA, he heads the APCRDA which has been established for the purposes of planning, coordination, execution, supervision, financing, funding and for promoting and securing the planned development of the capital region development area, undertaking the construction of the new capital region development area, undertaking the construction of the new capital for the state of Andhra Pradesh and for managing and supervising urban services in the new capital area and for matters ancillary thereto.

 

Sreedhar Cherukuri

Dr.Sreedhar is an Indian Administrative Service (IAS) officer, currently working as Commissioner, Andhra Pradesh Capital Region Development Authority and Capital Area. As head of the organization, he leads the development of the Greenfield capital city and its adjacent region, across physical, social and economic development. Prior to this position, he was the Joint Collector of Guntur District, he was instrumental in the implementation of the widely acclaimed “Land Pooling Scheme”, in mobilising and convincing  about 26,000 farmer families to part their land for the construction of Amaravati. Prior to APCRDA, he worked in senior management positions in the state’s Infrastructure investment arm, working extensively on realizing SEZ and large area development projects on PPP.

Dr. Sreedhar graduated with 2 gold medals from College of Veterinary Science, Tirupati and has also obtained a Post Graduate Diploma in Project Management form Hyderabad Central University (HCU).

Sri. Rama Manohara Rao, a 1998 batch Civil Servant has 19+ years of vast experience in infrastructure finance & accounting, policy and administration. In the current leadership role in APCRDA, the focus areas of Mr.Rao include strategy, finance, investment promotion, multilateral agencies and partnership with Singapore in the development of Amaravati.

Prior to APCRDA, he held key positions in Indian Railways both at operational and policy levels. As the Director (Finance) - Railway Board, he shaped investment plans and Union Railway Budget for six years. He also served as government nominated Director on BOD of Public Sector Enterprises, Government of India.

Mr. Rao attended various leadership and training programs in United States (Maxwell School of Public Policy), Japan (JICA) and London (ESCP). He is recipient of National award for meritorious service as a civil servant in 2007.

Mr.Krishna Kishore Jasthi is an officer from Indian Revenue Service (IRS) from the 1990 batch of the Indian Civil Services Examination. He is known to be an hard working officer of outstanding calibre, impeccable integrity and for his numerous achievements. The 51-year-old officer is a chartered accountant by training and has had stints with the income-tax department in Guntur and Vijayawada.

Presently he is the Chief Executive Officer of the Andhra Pradesh Economic Development Board, which is the premier organisation for promoting investments and developing policies for economic Development of the state of Andhra Pradesh, India. Under his stewardship, APEDB has registered remarkable achievements by contributing towards Andhra Pradesh’s successes – including signing more than 65 MoUs amounting to approximately INR 3.6 lakh crore of investments into the state.
